Broadband Strategic Leasing Program RFI

In 2018, the General Assembly passed SB402, also known as Achieving Connectivity Everywhere (ACE) Act, creating the Georgia Broadband Deployment Initiative. The purpose of the Georgia Broadband Deployment Initiative is to establish broadband programs to increase economic, education, and social opportunities for Georgia citizens and businesses. The bill directs the State Properties Commission (SPC) to perform “a periodic analysis performed of any state assets, including, but not limited to, real property and structures thereon, that may be leased or otherwise utilized for broadband services deployment.”

SPC has published this Request for Information (RFI) to determine the viability of marketing State properties to broadband companies through a broadband strategic leasing program. The objective of the RFI is to gather information and recommendations from knowledgeable industry sources to assist SPC in its consideration of available resources, methods, and strategies to generate revenue to the State Treasury through long-term, multi-year leases. 

The input gathered from the RFI will be used to develop a report to both Governor Brian P. Kemp and the Georgia General Assembly that answers four fundamental questions:

  1. Is there an opportunity that is mutually beneficial to the state and the industry?
  2. If there is, what does that look like and what is required to accomplish the benefits?
  3. What might the financial results look like to the State?
  4. What are recommendations and next steps to move forward?

Through the RFI responses, we hope to capture the multitude of voices in the telecommunications industry.
