As the State’s Real Estate Portfolio Manager, the Georgia State Properties Commission is responsible for the acquisition and disposition of all State owned real property and all real property interests. Additionally, SPC provides leasing assistance to State entities in the location of State owned or commercially owned space. Portfolio Management is comprised of three distinct, but coordinated, programs: Asset Management, Space Management and Transaction Management.
Asset Management is the strategic function that manages the State’s real estate assets to provide the maximum value to the State. This is accomplished through the following objectives:
- Manage assets cost effectively and efficiently to optimize use
- Understand asset position within its life-cycle
- Manage risks and costs throughout the asset’s life-cycle
- Identify the short- and long-term requirements of an asset
- Develop capital budgets and monitor capital expenditures
The overall goal of Space Management is to maximize the utilization of space to create efficient work environments. SPC Space Management has developed space standards based on industry and public sector criteria to accomplish the following objectives:
- Increase occupancy
- Decrease vacancy
- Improve the value of State owned and leased space
- Provide the most cost efficient work space for State entities
Transaction Management provides for all tasks related to owning, acquiring and disposing of real estate assets, whether owned or leased.
- Acquisition: These services include managing all aspects in acquiring land, facilities or other real property interest for ownership by the State.
- Disposition: These services include all activities required to market and sell land or buildings owned by the State.
- Leasing: These services include managing all activities required to lease real property from a landlord or leasing a portion of State owned property to a third party. In addition, lease administration tracks the contractual terms and conditions of lease agreements on behalf of the State entity clients.
SPC is also responsible for the inventory of all State owned and leased real property. BLLIP (Building, Land and Lease Inventory of Property) is an interactive, web-based geographical information system designed to enable users to query, search and generate reports using real time information. Under the guidance of the State Property Officer, the State Properties Commission maintains this consolidated inventory in collaboration with State entities and the Office of Information Technology Outreach Services (ITOS) division of the Carl Vinson Institute of Government,
