The intent of this Guide is to lay out for the various stakeholders four potential methods of obtaining new space for State Agencies outside the traditional legislative capital outlay funded process.
The four methods—all of which entail a form of “partnering” with the private sector—are generally referred to as:
- The Landlord Lease Approach
- The Developer Build-to-Suit Approach
- The Public Entity Build-to-Suit Approach without Developer Involvement
- The Public Entity Build-to-Suit Approach with a Developer “Partner”
